It may be a bit annoying, but so is hitting your kneecap with a hammer -
the trick to avoid the annoyance is to not do it ;-)

On the other hand, the good thing about bringing the window to the front
maximised, is that you can't miss seeing that Audacity is running, even if
there is an "always on top" error dialog from another app which could
conceivably hide a non-maximised Audacity window.
