Seems to be an old OGG file ffmpeg2theora 0.23 is from 2008. I just converted a ~147 MB (320 Kbit/s) recording of a Deep Purple Concert which I extracted from a Sat TV HD recording to OGG (67,5 MB, 1536 Kbit/s). This file loaded nicely in 3.0.2 on Windows 10. Maybe Steve could start his Audacity build from gdb and grab a callstack by using the command bt within gdb I hope he did not strip the binaries and hope symbol information is available so someone of you could take a look at it.
