I am an IT staff who work for the federal government, at VA Medical Center  and our user request for Audacity, and check with our Information Security Officer and the software vent team up stream ONLY authorized up to version 2.1.2

The official download partner for Audacity is FossHub, who maintain some old versions (including Audacity 2.1.2) in their archive site
