The sample rate for the current project is called the "Project Rate", and
it is set in the bottom left corner of the main Audacity window (see:
https://manual.audacityteam.org/man/selection_toolbar.html#rate)

The default sample rate for Audacity can be set in Preferences. See:
https://manual.audacityteam.org/man/quality_preferences.html
