I'm not a cdparanoia developer nor associated with Xiph in any way, but I'v=
e=20
had these same questions before myself so I'll try my best to answer them.

No, there hasn't been any real cdparanoia development for the last five yea=
rs,=20
which is very frustrating to me and many others.  There has been some talk =
on=20
this mailing list about reviving the project or at least addressing some of=
=20
the major concerns such as the caching issue, but as far as I can tell no=20
action has been taken.

If you are interested in an improved cdparanoia, I suggest you check out th=
e=20
libcdio project [1].   The have incorporated the latest cdparanoia into the=
=20
libcdio and made some enhancements to it in their source tree.  I don't=20
believe they have yet addressed caching drives, but at least they are still=
=20
actively involved in development.  Also, libcdio goes well above and beyond=
=20
just audio extraction, so it's worth checking out as a comprehensive,=20
multi-platform CD access library.
