what's with track 0?

Why do some discs show up with a track 00 during 'cdparanoia -B'
rips? I looked at the file and it is a header followed by all
nulls.

Is it beacuse of the begin at 32? Why doesn't cdparanoia
use the table of contents instead of insisting on ripping
that initial bit?

(Why did the cd pressing plant not start the disc at 0?)
