If it has the CD trademark on it, you can return it as disfunctional. Depending on your enjoyment of causing problems you can also complain to your state attourney-general that it's mislabeled, and that your computer can play CDs which obey the standard. Saying it won't play on a computer and labeling it with a trademark saying it meets a standard which it doesn't are contradictory.
