[PATCH 3/7] configure.ac: Fix FLAC__CPU_PPC on little endian, and add FLAC__CPU_PPC64

FLAC__CPU_PPC wasn't catching powerpcle or powerpc64le. Fix that and add a new define for FLAC__CPU_PPC64.
