The change assumes if you have gettext you also have libintl, but that's
not a good assumption for Linux.

I did a search and found:

has this:

Intl_IS_BUILT_IN
<https://cmake.org/cmake/help/latest/module/FindIntl.html#variable:Intl_IS_BUILT_IN>

New in version 3.20.

whether intl is a part of the C library.
which we can use to properly check if libintl is not found if it is a
problem or not.
