Thank you for the suggestion. Good ideas I had not tried. But no joy :-( I have also tried adding and disabling the 2 DVD drives. But no joy. I have also installed registry finder which made searching the registry a lot easier. I didn't find anything of note. I am now baffled as to what actually happened when I did get the starting up box to appear twice since I had this problem. Oh I have tried C:\Program Files (x86)\Exact Audio Copy\EAC.exe -noreadsub -notestunit -nostopcommand in the run box. Still no effect but at least it did start the process so I know it attempted to work unlike when I did it at the command prompt.
