If it were me, I would backup my personal files / data, and then format the HD and reinstall windows from scratch, and I personally would not install any AV until at least after I reinstalled all my apps.
Windows has it's own AV now built in so I just use that.
If I wanted more AV I would do a system snapshot first, so a restore could be done if needed without a full reinstall being necessary. Take snapshots as u go, one after pure windows install, one after core apps, one after data / personal files are back, etc
That way, if u have a problem, just revert to the most recent unproblematic snapshot. Just be sure to save any recently updated data or personal files changed since the snapshot.
I figured it would be a profile thing or 3rd party app or both. I've had similar issues with eac and other software.
Let us know what u do.
Btw, idk the thing about running an app under a different profile while still in ur own profile, curious how that works out...

Yes, in fact I am reading (and answering to questions in) this group.
The problem you have, can have 1000 different reasons - I just can't say. It would probably needing to write a log and do some debugging to actually find out what the problem is.
In most cases it is a 3rd party software interfering with EAC in one or the other way.
To completely remove EAC (where you probably should start):
Delete the EAC directory completely (most probably in C:\program files (x86)\Exact Audio Copy).
Delete all EAC options in the registry using regedit.exe (Registry Editor) in path HKEY_CURRENT_USER\Software\AWSoftware\EACU
Delete all files in %appdata%\EAC (these are your profiles and your CD database, perhaps you want to backup them in order to write them back when thing have been sorted out).
On a new install, just install EAC itself (not a single other install option).
If this works, install the install options one by one (no need to deinstall on each try) in order to find out whether an optional install causes the problems.
But I doubt that it will work as it is most probably a third party software installed in your user account (but not in a different user account) which somehow interferes...

Thank you for the suggestion. Setting up in a new userid does work which is good but equally frustrating. I guess I can just switch when I need to do so but I don't want to reinstall everything. I wonder what this is telling us but what is stored where that EAC is not clearing for me on an uninstall :-(
Do we know if the author reads this forum?

When u tried admin, were u doing all 3? Meaning logged in as an admin user? Right clicking and installing eac in admin mode? And right clicking and running in admin mode?
Have u tried a different user / login profile? Both normal and admin?

Thank you for the suggestion. Good ideas I had not tried. But no joy :-(
I have also tried adding and disabling the 2 DVD drives. But no joy.
I have also installed registry finder which made searching the registry a lot easier. I didn't find anything of note.
I am now baffled as to what actually happened when I did get the starting up box to appear twice since I had this problem.
Oh I have tried
C:\Program Files (x86)\Exact Audio Copy\EAC.exe -noreadsub -notestunit -nostopcommand
in the run box. Still no effect but at least it did start the process so I know it attempted to work unlike when I did it at the command prompt.

Since EAC 1.3 works on my Windows 10, and I can't poke around yours to see what (if any) logs or other information might be available when EAC is launched and doesn't work properly, the best I can offer is the suggestion that you rip without CD information, and then use a separate tagger (e.g., mp3tag) that can populate the tags and filenames for you afterward.
Do you run any antimalware (antivirus, etc.) software? Try turning it off, especially if it is Kaspersky or McAfee.
