Good question, but I've seen rsync recopy files after making changes and
explicitly not changing the timestamp.

I have multiple rsync dry runs scheduled throughout the day and receive
the output via email. If it tells me something needs to be backed up,
I'll manually kick off a real backup (would that be a wet run?). Years
and years ago I had a bad experience with letting live backups happen
automatically. Didn't lose any data, but it scared me.
