The thing with these kinds of tests is that it depends. I can encode my 
entire music collection at a low bit rate and 95% of the time it will be 
indistinguishable from CD audio when I listen in my car. But, and it's a 
big but for me, there will always be some track(s) somewhere in my 
collection where the encoder falls flat on its face and it sounds so 
jacked up that nobody could fail to notice it. If a comparison between 
lossless and low bitrate MP3 is made with an "easy" track, nobody may be 
able to tell.

This presents the user with a choice: encode at a low bit rate and 
review every second of music you have encoded for satisfactory 
performance and re-encode any problematic tracks, or build in a buffer 
with higher bit rate encoding.

The article also ignores the archival aspect. I make different encodes 
for different devices. I can encode my entire collection to 64 kbps Opus 
audio for listening on my phone while taking a walk or bike ride and 
it's plenty good enough for that, but I would never use such a low bit 
rate for my car. If I only have low bit rate "originals" the quality of 
subsequent re-encodings suffers tremendously.
