If you still have the Win7 machine where EAC and FLAC function as you wish,
try saving the EAC profile on that machine and then using it on the Win10
machine. That will at least ensure that you have the same settings in both
places, including the FLAC settings.
Also, make sure that your user account is allowed to write to any
intermediate directories where EAC or FLAC are trying to create files.
Microsoft's default permissions have probably changed between Win7 and
Win10.
