The problem, as I see it, would be reconstructing the gaps between the
tracks. If EAC was used to extract the tracks, the gaps have been appended
to the tracks, so you could get an image by burning a new disc from the
tracks plus cue that you have, and then extracting it again using EAC to
get the image plus cue.
But that will not necessarily be an image of the ORIGINAL disc, just an
image of the disc that can be reconstructed from the tracks plus cue sheet.
For most purposes it should serve.
