Global? The plug-in manual [p. 541] seems to assert they're specific:

>Preferences opens a window with preferences for each Sampler Instrument (see "Preferences" section, from page 558 onwards). 

I haven't checked this personally: maybe it's yet another error, or the manual isn't up to date and this isn't true any longer!
