1) It's the native format for the S-5000 Akai sampler.

2) No it can't. You need to use a thrid party convertor such as 
Translator www.chickensys.com or CDXtract www.cdxtract.com to convert 
the .akp into a .exs file. Or you can just rebuild it yourself from 
the .wav files (which will accompany the .akp).
