EXS does convert SampleCell II instruments (not Banks nor SC I Instruments), but unless they are "typed" properly or at least has the common extension (.ins), EXS has no way of knowing they are SampleCell files. The step-by-step you are asking for, EXS24 provides. Just click Options and "SampleCell Convert". It does nothing, except gives you a dialog that gives you a step-by-step instruction.
