Dunno 'bout video, but I know how streaming audio files are done, so 
maybe video's done the same way...?

Instead of a link directly to an mp3 file you link to a .m3u file, which 
is simply a text file with the complete link to the actual mp3 file. You 
can even have links to several mp3 files, each on a separate line. 
Realaudio works the same way, except with different file extensions.

The streaming mp3's at http://www.cdbaby.com/ are done this way.
