Moving region between tracks overwrite existing region

Hi new user here.  i like to use the shift-command-T shortcut to move
regions precisely from track to track.  i've been doing it for a month just
fine until recently i've noticed that when i move a region it overwrites and
deletes the underlying region.  it hasn't been doing this before and i think
i must have inadvertently reset some preference.  i tried the options in the
"Drag" drop down but nothing has fixed this so far.  i also tried to search
the manual and the forums to no avail
