File menu > Project Settings > Recording


It's exactly where it should have been for the past 13 years.

In previous versions of Logic, it was in a way less obvious
place (but once you found it, you found it).  Users new to
Logic8 have no trouble finding it, but old users are used to
the illogical old place.  I couldn't find it at first, but once I
did, I thought "duh, that's so obvious".
