"Create Next" (F2) command

In Logic 7 this was simple - if (in the arrange window) I clicked on DAE audio track 7 and hit create next, Audio 8 was created. If I highlighted 9, it created 10 etc. Now it is random and tedious - it never creates the next number - it skips numbers and makes the job of creating several sequential tracks a nightmare what am i doing wrong?
