Latency issues

I have a few sound cards that I regularly use for different purposes.
So I have to do a lot of switching between audio hardware.

I have a MB Pro with intel core 2 duo ( 2.4GHZ ) with 4GB 1067MHZ ddr3 RAM.
I use Apogee One for mobile composing, Apogee GIO for mostly controller and an RME FirefaceUC USB2.0.

Sometimes, my latency increases more than the audio hardware settings.
i.e audible latency with 64 samples I/O buffersize.
Sometimes a restart of Logic resolves this.
Sometime a complete restart of OS is needed.
I run OS X 10.6.5

Anybody has any ideas about this?

2. question:
Recording delay ( mine is @ 64 samples )
what should this value be?
Where in manual I can read about this?
