Getting FCB1010/Logic Express 9 to work

I'm just getting started trying to work out how to get my Berhringer FCB1010 to control LE9.  I've programmed the FCB to send a CC 16 on Bank 00 Preset 1 (at least I followed the instructions in the manual).  I then tried to get LE to learn that command to record via the learn assignment section the key commands screen and I'm just getting "No assignment received".  Is there anything I have to do to get LE9 to 'see' the FCB1010?  Also is there any way I can check that the FCB1010 is transmitting Midi.  I'm new to the FCB1010 and to Midi but I'm relatively adept technically so I think I can pick up any advice quite quickly.  The FCB1010 is secondhand (this is the first time I've tried to use it) and very old firmware vers.1 so I'm going to change that for 2.5.1.e after Christmas.  Also my M
 idi/USB adapter is new so I've never tried that before.  Therefore I appreciate there may be issues outside of LE9.  

Any help would be appreciated.
