I've read the book but I don't remember that there was such a rule there...
It really makes little sence. The only thing I can think of is this: by lowering the individual channels you ensure that master bus doesn't clip.
In analog mixing, this is important since you can't just lower master fader and magically "remove" clipping because it occured before the fader. In digital, however, things are much more forgiving, and master bus should have ample headroom (I don't know about Logic, but Pro Tools HD is virtually impossible to overload - you can bring individual channels all the way up and master fader something like 20 dB down and still get clean signal).
But why anybody should state that individual faders must be lower than master fader as a rule is beyond me.
