maybe libcdaudio is what you want?

Description: library for controlling a CD-ROM when playing audio CDs.
 This library provides functions for controlling an audio CD:
 starting, stopping, ejecting, etc. It also provides an interface
 to the CDDB and CD Index servers.
   
by CDDB, I believe it means it talks to the CDDB protocol - just aim it
at the FreeDB servers. Similarly CDindex for getting information from
MusicBrainz. 

I'd guess that this lib doesn't handle anything with regard to the
details of saving the information locally however...
