Should UTF-8 be allowed in comments?

According to DBFORMAT:

          Comments should consist only of characters in the set:

          { tab (09h); space (20h) through tilde (7Eh) inclusive }

Is this limit necessary with UTF-8 support?  There aren't many extra
comments in the database, but it might be nice to allow comments in
any language.
