This is perfectly fine.
The XSPF file on an icecast server is an autogenerated file. It is also 
a virtual file and doesn't have the notion of a modification time-stamp.

I'd suggest we take a few steps back/away and you explain the WHOLE 
concept you are trying to implement.
As I'm still not sure if you don't have some major misconceptions in there.
