If the question is concerning linear time rating, the icecast server
does not buffer ingress and then time rate egress packets. Icecast
assumes the source synchronizes stream time with real (wall clock) time.
For example, ffmpeg(1) requires the -re option. Otherwise clients
connecting at different (wall clock elapsed) times will be positioned
differently within the stream (assuming the source sends packets faster
than elapsed wall clock time).
