there is documentation labeled 2.5 in the doc directory of the source 
distribution 
https://downloads.xiph.org/releases/icecast/icecast-2.5.0.tar.gz

I don't know if it is fullly updated, as I saw a reference to 2.4.x in 
there somewhere.

I tried locating references to the features mentioned in the release 
announcement but I wasn't able to find anything obvious.  Of course, 
running a diff on the doc directories of the two releases would make it 
obvious what has been added.

The NEWS file in the distribution should fulfil this function, but I see 
that it's not been updated since 2.4.1.

There is also the Changelog but this tends to be a bit dence for easy 
consumption.
