random reconnectdelay needed

Hello,

I have five ices2 running on a server, I weekly restart icecast
service as a good practice,

then ices2-s bombard the service with the same default timeout as a
result ~half of them fail and exit.

Some smarter back off timing would be nicer, like random expo or
handshake based.
