relays start with listener_peak of 3

I'm wondering if this is a bug I should report, or if I did something weird
in my configuration.
I have relays set up using the icecast.xml configuration section
<!-- Basic relay with one upstream server -->
and what I find is that whenever the relay starts or restarts, and I check
the connection statistics, the listener_peak starts at 3, even if no one
has connected yet.
Should I file a bugreport? Icecast version 2.4.99.3
