CVS commit - 0.95.08

    *  Added RMS meters to the output meters.  These probably don't
       work quite right just yet.  Steve will probably take a look
       at them and fix whatever is wrong.  There is no effect on
       the output signal so it shouldn't really matter that they're
       not quite right ;-)

    *  Added rms.c and rms.h to CVS (obviously)
