Perhaps it actually finds assert.h from a different directory. If 
you're compiling with gcc, you can add the -v flag to see the search 
path.

 From your transcript above, I can't tell if you're actually invoking a 
cross-compiler. Normally your configure run would look something more 
like:

     ./configure --host=arm-linux CC=arm-linux-gcc
