ask some mp3 decoder problem

hi:
  i'm try to decode the mp3 according to the 11172-3 standard,but now i=20
have some problem,can anybody help me?
1.when i decode the huffman code,how can i do if bits need from huffman=20
decode is more/less than the side information infer?
2.when i decode the huffman code,for example,"011001001"form bitstream,bu=
t=20
this bitstream cannot find huffman code in huffman table,what should i do=
?i=20
mean,it has search from least bits from most bits(for example,from 2bits =
to=20
9bits),excuse my poor english
