Summary: Include debian directory in EXTRA_DIST

Initial Comment:
This patch will have the debian directory included in EXTRA_DIST rather than in SUBDIRS. This will allow the debian directory to still be included in the generated tarball from 'make dist'. This will also make the build system skip over the debian directory when building lame, which it should do since nothing from the debian directory is required in order to build lame.

Something like this is needed for distros such as Debian/Ubuntu, where the debian directory from LAME is not used.
