Summary: Add encoding option to maintain file modification time

Initial Comment:
When encoding from a WAV file, an option to copy the file modification time of the input file would be useful. This is the default behavior with some other encoders (e.g. FLAC) and would be useful when transcoding and maintaining Mp3 libraries transcoded from other formats.
