acm for CBR

I write an application, and i want to use acm to convert the file with 8k
16bit stereo pcm format to mp3----8k 16bit stereo CBR.

And I set the lame_acm.xml like below:

<encodings default="Current">

<config name="Current">

<Smart use="true"/>

<Copyright use="true"/>

<CRC use="true"/>

<Original use="false"/>

<Private use="false"/>

<Channel mode="Joint-stereo"/>

</config></encodings></lame_acm>

 

As this steps, it successful on xp 32bit, but failed an win7 64bit(the file
is still ABR mode),see the attachment.

Please tell me how can I successful?

Do mo modification?
