Initial Comment:
I try to encode a file but is incorrectly detected. (It's a 60MB file).
It is a MPEG 1 layer 2 48KHz file but lame says that is a 12KHz.
Totem detect it correctly.
This is the command 
lame -b 96 --resample 48 -h --mp2input b16ae427-8cee-4ccb-b756-dc51fbd177cf.BWF /tmp/wr8server2-22984.mp3

This is the output
Input file is freeformat.
LAME 3.99.5 64bits (http://lame.sf.net)
Resampling:  input 12 kHz  output 48 kHz
Using polyphase lowpass filter, transition band: 14903 Hz - 15484 Hz
...

This is the only file with problem in thousands, all generated by an application (Netia Radioassist).

I doubt your input file is in free format too. It seens this file has some
junk or meta data at the beginning, where the decoder synchronizes on.
Maybe you can upload the first few thousand bytes of that file, so we can
take a look at it. It is some broadcast wave file? Try to rename it into
.wav,  maybe that would help too.
