Summary: input file name displayed with wrong character encoding

Initial Comment:
On Windows systems, encoding some file named with Cyrillic characters doesn't display the "encoding file" correct, even when console uses UTF8 code page. Changing utf8ToLocal8Bit into utf8ToConsole8Bit character conversion function in 'timestatus.c' will fix the glitch.
