You can use the command line, as it is able to decode mpeg audio files, but I'm not really sure about the library (I think not). Nevertheless, I would recommend that you use another decoder, since the decoder in lame has not been updated for quite some time if I recall correctly. I can say for sure that more than once I had an mp3 file that I wanted to transcode to a lower bitrate mp3 file and the file had some bad/corrupted frames. The decoding in lame just skipped everything from the error untill the end of the file, which was not great. On the other hand, you can use, say, mplayer (with the -ao pcm option) or madplay to decode your mp3 files.
