Is there room for improvement in LAME's resampler?

There has been some discussion of what seems to be aliasing during resampling 
within LAME: https://hydrogenaud.io/index.php/topic,97479.0.html

I just bumped that thread to add some visual material to illustrate the 
problem in an extreme case (electronic music consisting mainly of simple tones 
and clicks), encoded with LAME -V9.999.

Pre-echo is also an issue at this quality level, though I'm not sure it can be 
avoided.

Anyway, if better results can be achieved by external resamplers, it seems 
there may be some room for improvement within LAME. Perhaps code from SoX or 
SSRC could be used? They are both LGPL licensed.

Or is the problem something else?
