I think that this would be great.
It would be good if we would be able to have a new release with non-psy 
fixes "soon", but there is no need to hurry either (I don't think a few 
weeks are going to change anything).

We should thus target for 3.99.6:
*the current fixes in the main branch (the non-psy one)
*fix of security-releated reports which can be corrected within 
libmp3lame.

And I could use this opportunity to document the release process.

Ideally, it would be good to also have the change of decoding library, 
but this looks like a more ambitious task, and I'm not sure how fast 
that could be achieved.

Does that sound good to everyone?
