We dropped project files for that one long ago. Under ports/MSVC++/2015 are project files for more current MSVC toolchains. The 2008clr thing is/was a .NET wrapper. The ports/ stuff is not regularily tested, more meant as a starting point that worked some time. That being said, I can ask our Windows guy to provide binaries for the snapshot (much like http://mpg123.org/download/win64/).
