lame_enc.dll & No Binaries Policy (for patent reasons)

I understand LAME has held a long time "no binaries policy", including for official releases of lame_enc.dll which do not contain malware. Now that the relevant patents have(?) expired, would this policy be revised so that Windows users can enjoy LAME without the buttrape? (Why?: Because compiling software isn't exactly a Windows friendly endeavor.
