I've just tested with the scale option.
But it seems to be "<scale argument> * <preset scale>".

--------------------

# lame dev.mp3 --verbose --scale 1 -b 128 dev_test.mp3

LAME 3.100 64bits (http://lame.sf.net)
Using polyphase lowpass filter, transition band: 16538 Hz - 17071 Hz
Encoding dev.mp3 to dev_test.mp3
Encoding as 44.1 kHz j-stereo MPEG-1 Layer III (11x) 128 kbps qval=3

misc:

scaling: 0.95
ch0 (left) scaling: 1
ch1 (right) scaling: 1
huffman search: best (outside loop)
experimental Y=0
...

--------------------

"--scale 1" should do the trick.

Internal preset options should only be applied if the user did not
manually set those options.
