Hi,

I've switched the LAME website
     http://lame.sourceforge.net/
to httpS at
     https://lame.sourceforge.io/

As Google (and Chrome) give httpS a higher priority / visual  
appearance, and SourceForge offers to do this with one click, I just  
did it (after checking which php features we use, as this  
automatically switches to php 7.x).

As of this writing, the https page is already online, the redirection  
from http to https works too (if not too recently cached by the  
browser).

Anyone who provides/uses the URL somewhere (e.g. in packages for  
various OSS operating systems) may want to update the link so that  
users are able to arrive there directly instead of being redirected.
