The Visual Studio 2019 project files can still compile the LAME ACM 
module when the vs2019_lame_clients.sln solution is used. No other 
libraries or headers (apart from the Windows SDK) are needed, so it may 
still be useful for some.

If you decide to remove them, I'll create a patch to remove the Visual 
Studio project files.
