from cvs error

I copied files, created database, and then do the installer.php seems to work, inc-prefs.php is created and database has tables placed in it. copy inc-prefs.php to the etc/ directory under netjuke then go to http://blah/Netjuke/ and i get the PREFERENCE FILE ERROR message, but i can't figure out why.
