Stream.. I can't Stream (ERROR: C00D1197 Cannot play the specified file)

So.. been all around the world on this. After getting everything up an 
running, I can't seem to get the music to stream to another machine. 
Everything is on my local network, which should limit any "network issues".

When trying to play a song in IE, I'm automatically shown the following 
url: 
http://www.microsoft.com/windows/windowsmedia/support/mperr.asp?prd=Windows&spb=MediaPlayer&pver=8.0.0.4487&os=WinNT&over=5.1.2600&olcid=0x409&clcid=0x409&id=C00D1197

This is because I'm setup at the moment to use windows media player. 
Winamp generates an error as well, but it's harder to detect... I assume 
its the same.

Is IceCast required for nejuke to stream?  Am i missing something?

BTW: is 128k upstream sufficient or should i not even bother....
